Senior Financial Manager
Our client is seeking a Senior Financial Manager to perform work for a federal government customer. Primary duties include the following: * Prepare and submit various Research and Development (R/D) and Procurement, Defense Wide (P and DW) budget exhibits throughout the PPBE cycle for appropriation management team* Provide assistance with congressional, OSD, and agency budget hearings* Analyze and implement PBD, PDM, and RMD budget correspondence* Prepare, submit, and maintain DoD reprogramming actions to ensure fiscal compliance* Prepare and submit National Science Foundation (NSF) Federal Funds for the Research and Development Survey* Process RDT/E, Procurement, and BRAC Funding Authorization Documents (FADS), sub-allotments, and below threshold reprogramming* Update financial data into agency execution system (CAFRMS) for investment appropriations and other appropriations as needed (O/M, CTR, etc.)* Maintain the audit trail throughout the PPBE cycle for R/D (PB, POM, BES, and OSD)* Provide appropriation budget data required to load / report CIS / PRCP secure system reporting* Research and validate the 1002 process* Reconcile and post final budget and obligation data in various financial systems (PBAS, CAFRMS, and 1002 Reports)* Process congressional additions and reductions to include various adjustments to agency's official budget formulation system (DBRMS)* Prepare agency requests to OSD for GWOT (Overseas Contingency Operations) funds* Perform other financial duties as requiredSenior Financial Management Qualifications: * 7+ years of experience in federal budget formulation / execution within the federal government, preferably with the Department of Defense (DoD) or with another Federal Agency performing business and/or accounting management tasks* Strong Microsoft Office Suite skills to support the Budget Formulation Team and provide seasoned financial support to the Appropriation Management Division
