More information about this job Overall Responsibilities The Country Malaria Advisor supports activities for the Strengthening Pharmaceutical Systems (SPS) Program at the country level. He or she coordinates activities with the USAID mission, President's Malaria Initiative (PMI) representative, the Division of Malaria Control (DOMC), as well as other relevant in-country collaborators including Roll Back Malaria (RBM) stakeholders and partners involved with pharmaceutical management activities and/or malaria programs in country. The Country Malaria Advisor provides direct technical assistance to the DOMC and other relevant MOH institutions to improve pharmaceutical management systems in support of malaria control. As the SPS in-country lead for the malaria portfolio, the Country Malaria Advisor manages and supervises the SPS country malaria team and consultants based in country. He or she ensures the timely and quality delivery of SPS products and activities. The Country Malaria Advisor coordinates his or her work with the Deputy Regional Technical Advisor and works closely with other SPS Kenya technical teams. He or she ensures that SPS plans and activities effectively address priority pharmaceutical and commodity management needs in support of malaria programs.
Specific Responsibilities 1. Provide support to the in-county USAID mission and the Division of Malaria Control (DOMC) for appropriate policy and programmatic coordination for ACT policy implementation 2. Serve as the in-country SPS malaria/PMI lead for maintaining regular oral and written communications with the USAID mission and represent SPS in malaria-related meetings with external partners 3. In coordination with the Deputy Chief of Party, USAID mission and the DOMC/MOH, develop country plans and budgets for SPS technical assistance. Activities include technical activity coordination, workplan development, budget monitoring, progress monitoring and reporting, participation in meetings, and communications with the USAID mission, other partners and collaborators 4. Oversee the implementation of SPS activities in conjunction with the USAID mission and the DOMC/MOH at the national, regional, district, and facility levels ensuring that all activities are adequately and timely implemented and that they adequately address pharmaceutical and commodity management needs at the different levels of the system 5. Maintain close interaction with Deputy Chief of Party and the SPS Arlington-based Country Program Manager to ensure adequate technical and administrative support to the country program, timely completion of work and the achievement of targets within budget 6. Provide monthly activity updates to the USAID Kenya mission, SPS Kenya and the DOMC, and develop quarterly and annual progress reports as well as technical reports to be submitted to SPS in Arlington and to USAID/Washington 7. Collaborate with the larger SPS Malaria team and collectively support countries in the region to implement their RBM strategy 8. Supervise staff: supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to MSH policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible 9. Perform other duties as assigned
Qualifications 1. Master's degree or other professional degree in a health related field required; physician or pharmacist qualification preferred 2. Demonstrated managerial and organizational skills in a developmental setting with flexibility to adapt to changing priorities and deadlines 3. Experience (at least five years) within the health sector with understanding of key malaria issues. 4. Significant experience (at least five years) in pharmaceutical management and management of related information systems in the health sector 5. Experience supervising technical and administrative staff in developing countries 6. Experience working with USAID-funded programs highly desirable, especially in Africa 7. Partnership experience with programs supported by international agencies such as WHO, World Bank, Global Fund and bilateral agencies such as USAID preferred 8. Excellent interpersonal skills; demonstrated ability to interact professionally with a culturally diverse staff, clients, and consultants 9. Proficiency in English including speaking, writing and reading with the ability to write lucid technical reports and documents 10. Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook 11. Ability and availability to travel in country and internationally as needed
