Job Summary: The mission of the Bureau of HIV/AIDS Prevention and Control is to prevent new infections and reduce morbidity and mortality among HIV-infected persons. In 2003, the New York City Department of Health and Mental Hygiene (DOHMH) created three District Public Health Offices (DPHOs) in neighborhoods of highest health disparities.
The District Public Health Office (DPHO) works to ensure that conditions for good health'available, sustainable, high-quality services and efficient, effective systems'flourish in these neighborhoods. Since 2005, the DOHMH Bureau of HIV/AIDS and Control (BHAPC) has placed an HIV Prevention Specialist within each DPHO to reach out to affected and infected populations, as well as providing key prevention messages to all DPHO community residents.
The Bureau is now seeking one individual to work as DPHO HIV Prevention Specialist for the Bronx.
The DPHO HIV Prevention Specialist will work within a designated set of NYC neighborhoods primarily focusing on neighborhoods in the South Bronx to develop and foster partnerships between BHAPC and both clinical and non-clinical agencies to provide HIV prevention and care services. Applicants must be familiar with the National HIV/AIDS Strategy (NHAS); and will work directly with all sites within priority neighborhoods to promote and expand their understanding of New York City's implementation of NHAS, and to assist them with aligning their programmatic initiatives with the goals and objectives of NHAS.
Partnership development includes, but is not limited to:
-- Meeting with key agency leadership and/or senior staff to strategize ways to reduce new HIV infections;
-- providing support and assistance to clinical and non-clinical sites in order to develop community events and activities that focus on increasing HIV/AIDS awareness and sero-status knowledge and reducing risk for HIV acquisition;
-- developing and delivering presentations on HIV epidemiology and/or DOHMH/Bureau initiatives;
-- developing a network of partnerships including faith-based organizations, community key informants and non-traditional partners (including, but not limited to, beauty parlors, barber shops, bars/clubs etc);
-- providing and/or assisting agencies with technical support and capacity building to enhance their ability to conduct HIV prevention work and reduce new HIV infections;
-- support research initiatives.
Applicants will also be required to develop and support a minimum of two partnerships with clinical and/or community-based organizations for the presentation of activities and/or events in conjunction with each of the following HIV/AIDS Awareness Days: African/Black American HIV/AIDS Awareness Day; Women & Children HIV/AIDS Awareness Day; National HIV Testing Day; MSM HIV Testing Day; Latino HIV/AIDS Awareness Day; and World AIDS Day.
Required Skills Prior field work in neighborhoods/communities of high health disparity and knowledge and experience of HIV prevention and public health issues; candidates must have experience with developing successful partnerships with diverse communities, working effectively with clinical agencies and community-based organizations, and working within multiple, disparate ethnic communities; ability to collect, report and analyze data for monitoring purposes and excellent written and oral communication skills are essential; candidates must be fluent in Spanish. Experience Required: 1. A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A Baccalaureate degree from an accredited college and four years of professional experience in the areas described in (1) above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in (1) above.
